Selling to EU consumers and the OSS return

As sales to consumers in other EU countries grow, VAT has to be paid at the rate of the buyer's country. With the OSS special scheme you can handle this centrally from Finland. This guide explains when the scheme applies to you and how it works.

You will need

Steps

  1. Identify the type of sales

OSS covers distance sales of goods to EU consumers and services whose place of sale is the buyer's country, such as electronic services. Sales to business customers are not covered by OSS; the rules on intra-Community sales or the reverse charge apply instead.

  2. Monitor the distance selling threshold

  3. Register for OSS

  4. Set up your online shop

  5. Keep separate records

  6. File the quarterly return

  7. Keep the records
